 Distressed Communities east of the Mississippi, some are surprises, with New York the key!
				 [There is some overlap with the earlier list] which 
Time Magazine  says in their July 10, 2000 
Special Edition "Life on the Mississippi," IS "An eye-opening journey along America's river of dreams."
 
We suggest that it is for several reasons, that being:
 
The number of Enterprise Communities or Empowerment Zones along the 
Mississippi Delta Region which covers Mississippi, Arkansas, 
Tennessee, and you could throw in a couple of others including 
Louisiana, and
 
 The fact that several important players, 
including President Clinton and Vice President Gore are involved 
in this Program. 
In New York State, Michigan and Pennsylvania there are many 
Enterprise Communities that could use some help if the players got 
interested.
 
We hope to see the House Ways and Means Community finally complete 
the Distressed Communities Legislation the week of July 17, 2000, 
but we have been wrong before.
 
What is totally amazing is the lack of interest by the businesses 
within these Enterprise Communities, but since the City of San 
Diego's Economic Development Department's Web site  fails to 
mention the federal Enterprise Community Program nothing surprises 
us anymore.
